PROJECT DESCRIPTION FOR REAL ESTATE DEAL OF RIVERSIDE CEMENT CRESTMORE SITE WITH VIRIDIAN PARTNERS AND MARTIN MARIETTA
Riverside, California
On November 2018, On Track Solutions began working with Viridian Partners/Martin Marietta on the “Site Development” for a Real Estate project that would take place at the Crestmore Riverside Cement Plant in Riverside County CA.
“Viridian Partners is a industry leading development company that repositions complex distressed properties through the United States.We are currently working on the redevelopment of the 300 acre Riverside Cement Company site in Jurupa Valley into a 4.2 million SF Class A distribution warehouse Facility”, per Tate Goss, President Viridian Partners. Viridian Partners invited On Track Solutions in as a partner in this land sale development between Martin Marietta and CT Investors.
On Track Solutions was responsible for all project aspects related to Union Pacific Railroad.

With this project one of the biggest challenges that this team was able to overcome for this project eventual success was: Union Pacific Railroad’s footprint on this property. This property was dissected down the middle by Union Pacific’s Railroad’s “Crestmore Industrial Lead” and its associated Train Switching Yard, that is currently active in service, and would jeopardize any future development of this location.

This includes vacation of current and issuance of new crossing licenses, multiple major utility crossings, track re-alignment and sale of UPRR property back to Viridian”, per Tate Goss, President Viridian Partners
A bit of history: In 1897 the first Railroad tracks were laid down to bring in a workforce, equipment, material to build the Riverside Cement Company plant. Once the plant was operational the railroad track was the main source of transportation in and out of this location for many years. The ever-increasing output from the concrete plant was only matched by their supply needs for over 100 years of productive manufacturing operations.
The challenges UPRR faced with this project, was that it was not a “Customer” driven project. There was no need to build or maintain train track for “Revenue Service”. With this project there would be no established process within UPRR project manual to work with. This was an extremely unique project that did not fit their, UPRR, mold of doing things. There was no single Department within UPRR that could or would take this project forward. “Viridian retained On Track Solutions in 2018 to facilitate the various approvals and transactions needed to develop the project. Mr. Moreno’s 20 plus years in experience in working with UPRR was the main factor in this decision” per Tate Goss, President Viridian Partners.
On Track Solutions came up with a new approach for this “Non-typical” project to find the solution that was eluding various key decision makers involved with this projects. Reaching out to numerous Departments, within UPRR, On Track Solutions was able to piece together a coalition of various Departments within UPRR to see the win/win outcome in moving this project forward to fruition.

A high degree of attention was given to reach a workable solution with the Union Pacific Los Angeles Service Unit, train Operations, due to UP Real Estate’s stipulation for them to sponsor this project in order for UP Real Estate to begin work and negotiation with Viridian/Martin Marietta.
On Track Solutions worked diligently with the Los Angeles Service Unit Superintendent and his team to develop the win/win solution that would benefit both UPRR/Viridian & Martin Marietta. A joint venture solution was developed to increase the active Train Switching Yard capacity by adding two additional tracks to the Yard, for a total of four, and remove all the out of service tracks from this property. With this plan UP would have the Train Switching Yard realigned to improve their current Train Operations and this solution enabled the LA Service Unit to sponsor this project.
With the Los Angeles Service Unit support for this project. Began negotiation to move this project forward. A major component of this Real Estate transaction, UP Real Estate would relinquish the now vacant property through negotiation with Viridian Partners/Martin Marietta through a Property Sales Agreement.
During this project, On Track Solutions also worked closely with Viridian Partners Engineering firm, LANGAN Engineering, on all aspects of the project that would impact UPRR. Together we were able to overcome some major Engineering challenges that are inherent in this size & scale of this project. Working together we were able to find solutions to overcome these challenges using innovative ideas that were unique to this project. Solutions were utilized to solve numerous challenges that were considered ‘Project Killers” by many in this industry.
The Real Estate Sale of this project was completed in July 2020, when Viridian Partners/Martin Marietta sold the property to CT Investors, it has been ranked as one of the largest land sale acquisitions in the United States this year. “Viridian would highly recommend Mr. Moreno and his company for any project that involves the coordination of complex railroad related issues. Now, On Track Solutions has joined the CT Investors Team to support in the demolition and construction phase of the Agua Mansa Commerce Development, AMCD, project slated for this site.
